An ELV permit allows you to depollute and take parts off of a vehicle that is no longer allowed to go back on the road. It is classed as waste and the ELV permit allows you to treat waste as an authorised treatment facility (ATF).
Obtaining an ELV permit to buy CAT B vehicles is not for the faint hearted as the process is quite complex. Your site will need to meet certain location criteria depending on which volume permit you are applying for. There are small scale permits and larger scale permits. Each have different conditions.

Before you can buy CAT B vehicles, the Environment Agency will want to know that you have done everything you can to prevent a fire at your premises. Each permit application will need to be accompanied by a fire prevention plan (FPP). Depending on the size of your proposed operation, the EA will also probably need to know about your drainage on site. They will also want to know how you propose to prevent pollution to the environment.
A permit application to the EA take around 6 months for a smaller volume permit application. It can take to around a year or more for a larger scale operation. You will be asked lots of questions about security, drainage, fencing, CCTV and whether you are near a water hydrant.
Once you have successfully registered as a waste operator and can legally buy CAT B vehicles. Then you will be able to register to bid on CAT B’s at various auction houses such as Copart.
